The responsibility for a boy's advancement in Cub Scouting is shared between the family and the Den. Cub Scouts is designed to be a family program that brings the parent and child together. Some advancement requirements are done at den meetings, but many are completed at home with the family.

As the Scout advances through the Wolf and Bear ranks, and still more so in the Webelos program, the Cub works both independently and in the den/Patrol group to prepare for the independence and responsibility of Boy Scouts.
